Ask Bjørn Hansen 0dfa41da8e build(ci): migrate from Drone to Woodpecker ...

Replace .drone.yml with .woodpecker.yaml and update
scripts/run-goreleaser to use CI_COMMIT_TAG instead
of DRONE_TAG.
